唯恐天下不亂

唯 = 口 + 隹 : Willy Walrus (w) and the sparrow (隹) have been locked in the Eiffel Tower's kitchen (ei2) for days now. The only (唯) edible thing there is left is a mandarin (口), but mandarins are the only (唯) thing they don't like.

恐 = 巩 + 心 : A terrorist (恐) is harassing Karl Koala (ku) inside of the engine ((e)ng3). The terrorists frightens (恐) Karl so much that his heart (心) jumps out of his body. The terrorist then quickly grabs Karl's heart and uses a padlock (巩) to lock it away to blackmail Karl.

天 = 一 + 大 : Mnemonic symbol: an angel from heaven. Mother Teresa (ti) programmed a robot (大) to play a flute duet together with her in front of the anthill (an1). As they play their flutes (一) an angel (mnemonic symbol for 天) hears their heavenly tune and descends from heaven (天) to listen to them.

下 = 一 + 卜 : Mnemonic symbol: from the up/down logic, and a little bit the shape of the character, a ladder.

Xi Shi (xi) is on a retreat in the ashram. Using a voodoo staff (卜), she divined that next (下) week she'll have to play the flute (一) sixteen hours per day. Because she hates playing the flute, she climbs over the ashram's bathroom (a4) wall using a ladder (下) to escape.

不 = 丆 + 卜 : Bruno Bear (bu) is setting up a wind wheel (丆) with a voodoo staff (卜) in the space station's bathroom (Ø4). He also puts a "forbidden" sign (mnemonic symbol for 不) on it, to make clear that it may not (不) be stopped.

乱 = 乚 + 舌 : It's hard for Lenny Lemur to not go crazy in the anthill's bathroom: Uncountable tongues are leaping right from the abyss to reach for Lenny Lemur, who has only a shovel to defend his heart and soul.
